Menu 75, rf  power set,  would certainly be easier than 
installing an attenuator in line. It allows adjustment from 5-
100W. Settings are per band not per mode.

There is a battery sens terminal in the power connector (see pg 
32 in the manual) that when grounded reduces the max power out 
to 20W. Some people on the Yahoo FT-857 list report using this 
feature to reduce power for tuning. Search the archives at that 
group and you'll find a lot of discussion on this topic.

I don't use a tuner with my 857 so I don't have any personal 
experience with the problem or solutions.
