[Antennas] recommendations for short low dipole

2nd floor
48'x27' flat tar and gravel roof
two 3'x3' heat pumps next to each other
centered on both of the 27' sides

to be permanently installed on the 2nd floor roof

max height allowable off the roof is 36" !!!!!!!!!!!!!!!!!
I will be allowed to rotate it

40m mainly
tunable and used on 30m will be a plus

I already have the best ant for tx efficiency that I can get
for the situation the landlord will allow!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
that is my 12' tall bugcatcher
end of that discussion please!

problem is:
the bugcatcher is bad news for receive on 40m
high noise floor S-9
not the type noise a noise blanker will touch

I need something that I can rotate to null out these other noise(s) I hear in 
addition to the noise floor

I don't think a rotatable 3' tall loop will do the trick
plus it would be extremely hard to use as a tx ant

if its a dipole and transmits also,
that's a plus, but
since it will shortened, and inefficient
(7' on a leg not 33') (think hamstick)
I don't really think I care if it will load and tx
then again? who knows?

I figure the max end to end I will be able to do
and have it rotate
will be about 20'
probably less
10' of stainless whip would have enough droop to be almost on the roof at the ends

2 hamsticks for 40m would be 14' end to end
have a null off the ends
and would load on 40m for tx
even if terribly inefficient

PLEASE.......
no wires
no, try this to get around the land lords rules, stuff
stay working within the 36" height limit
and the limited space roof
horizontal polarization
rotatable
