James,
It is for this very reason that commercial antennas are made with solid
rod elements that are welded to an extremely robust center support. In
an emergency, I have occasionally used inexpensive antennas built with
flimsy tubular elements, but have found that they seldom survive more
than a few days on a windy peak. A large bird roosting on a cheap
antenna's element can break it easily.
The answer to your problem is to use a heavy-duty, commercial-grade
antenna.
