[Antennas] velocity factor of insulated wire

Steve, LB Cebik wrote a good dissertation on this subject.  See his web  
site for more
info.  Essentially, it requires knowing the insulation type and thickness.
His solution is to use capacitive loads on wires that are insulated.
Some sample permitivities are:

Material                                        Approx. Permittivity
Polyisobutylene                                             2.2
Polytetrafluoroethylene (PTFE)                              2.1

Polyethylene terepthalate (PET)                             3.0-3.2
Polystyrene (PS)                                            2.5
Polycarbonate (PC)                                          2.8-3.0
Polysulfone (PSU)                                           2.8-3.2
Polypropylene (PP)                                          2.2
