Well after further research, including reading archives on the antenna-
discussion mailing list at antennex.com It seems There is a 2 part
article written back in 1999 I think?? called "THE ISOTRON REVEALED"
By Dave Cuthbert, KX7G these are considered a MUST READ for anyone
considering running an isotron antenna. 

Overview of my reading follows:
Is it a dummy load?
Perhaps

Is its radiation strictly a component of the grounded mast of this "
ground independant/required" (say what?) antenna?
Perhaps

Does it really work?
Depends on how it's grounded, feed, and where it is mounted...
and if you read those 2 articles and understand how it works...
