[Antennas] windom coaxial connection

HI ALL,
         I have just bought a homebrew 66ft Windom off Ebay, and it was not 
the 'T' shaped i was expecting.
It was just the horizontal part (24by42) , and on the enclosed leaflet were 
2 connection suggestions.
1 To use coax via a 4:1 Balun
2 or attach 50 ohm coax directly. (center to long side ) Then coil coax into 
9 turns with a 8 inch dia

What i want to know is ? why no balun used in 2nd option ?

PS I dont have a balun at present , but might have to get one.

PPS I also read on some web site that certain lenghts of coaxial feeder work 
best
ie 50ft 71ft or 98ft
is that correct?
