[Antennas] tuning TH6DXX

I need advice on tuning this antenna TH6DXX  I have followed the
instructions very carefully to set it in the phone band, However the
20m "sweet spot" is in the cw portion.   Here are the frequencys where
I get the lowest SWR

10m    28.600    would like it to be around 28.500 but ok where it is
15m    21.300    this is fine
20m    14.090    would like this to be around 14.200

I have tried playing with the length of hte driven element but all I
can manage to do is mess it up worse!

I am using a MFJ 259B to measure the SWR and the antenna is mounted
about 25 feet above ground on my roof.  (untill I plant the tower)

Also I am using the HyGain balun at the feed point, with the shortest
possable leads to the driven elements.
