Well, no.  Realistically, fullsize ½ wave and ¼ wave antennas work very 
well.  Shortening down to 1/8 wave can be very satisfactory, but below that 
the radiation resistance falls fast, and so does radiation.  You can 
compensate somewhat by running high power, but will not equal a full sized 
antenna.  The marvel of small antennas is that they work (radiate) at all. 
Forget about gain.  Put up as much wire as you can, and make it work.  Other 
opinions may differ...
