[Antennas] balun and dipole question

This is true if using a balanced tuner to feed balanced line.

Coming out from a modern transmitter/transceiver is an
unbalanced load...  and he said his tuner was unbalanced,
so putting the balun between the radio and the tuner is
not a good option.

If he were using a balanced tuner I would agree with your
statement.
