[Antennas] balun ratio question

It's 4:1 to make the Z (Impedance) of the coax closer to the Z of the balanced line.

Is the 4:1 important in making it easier for the tuner to load?  I've tried a 1:1 balun, and, while it works OK 80m and up,  could be better.  It doesn't work on 160 (not enough meat and potatoes in the tuner).  I'm hoping putting the 4:1 in will improve things and get me on 160m.
