It flattens the pattern so that more
goes out toward the horizon, and less
up in the air, or down into the ground.
Sometimes they adjust the phasing of the
two sections so that the max signal is
aimed downward somewhat if the station
is on a mountain top.  And if you are
in hills and valleys like here in PA you
may want to have a 1/4 wave vertical
because it would aim more upward.
