What a night.  Two things you can do to clear up
the situation:  First, don't use the paired coax.
Just run the twin lead all the way.  If the twin
lead is not insulated you can replace it.  Then,
put the balun right on the back of the tuner.  Any
coax here just adds to the tuner output capacitor
value. Adjust the length of the twin lead so that
the tuner is happy on all bands.  And, an antenna
that long, (include in the transmission line), is
not going to work very well on the higher frequency
bands.  Even if they tune, you still get lobes all
over the place, and they change with every rain or
snow fall.  Try not to use a 4:1 balun because they
don't isolate the unbalanced and balanced sides
as well as a 1:1 does.  There's a lot of cut-and-try
involved which you have to appreciate.
