I am not a league member so I don't have access to the website or pdf
file describing the antenna.  However, I received an excellent
description from a member of the list as follows:

This is from the July 2002 QST, page 35.

It is a 1 wavelength dipole, fed at the center, with 1/4 wavelength
wires 
dropping from each end to 7 feet above the ground (total 3/2 wavelengths
of 
wire).  This produces a butterfly shaped pattern with a mix of
horizontal 
and vertical polarization at a fairly low angle.  The feedpoint
impedance 
is nominally 50 ohms, but the 40m version I modeled was about 83 ohms
and 
the 80m version was 87 ohms.
