Ronald, I'm looking in "Reference Data for Radio Engineers" by ITT, fourth addition. There
is a chart on pages 64 and 65 entitled Commercial Insulating Materials. It gives the
dielectric constant and dissipation factor for 39 different materials at frequencies from
60 Hz to 2.5 X10 to the 10th Hz. By analyzing these figures one will see that the
dissipation factor is not a linear function of frequency as I assumed, but is better than
that, rising very little as the frequency is increased, in fact with some materials it
actually decreases. In any case the test at 2.5 Ghz appears to be a very good evaluation
of the insulator's dissipation factor.
