Just at thought, George, but the 100 percent antenna would be
one where the magnetic field built up during the first half-cycle
does not collapse on the antenna during the second half-cycle.
With a wire antenna that is just about impossible, but with
other designs such as exponential wave guides and dielectric
antennas it may get close.  Ignoring ohmic loss in the medium,
of course.  That may be the Achilles Heel.
