[Antennas] Chainlink fence as counterpoise...

It seems to me that there are a lot more inexpensive ways to do this...unless you just happen to have a whole bunch of chain link material around. Even if you use it, I don't think that welding would be necessary.  I would think that it would be making good enough contact as it is.
Most any type of fencing would work well, although some may rust and oxidize quicker.
But on the other hand, rust would make a better electrical contact with the earth than a shiny metal. Our mad French scientist proved this to be true many years ago when I was working in the oil patch. 
In regard to radials, I have never buried any in the first place. I just lay them out on te ground and use something, anything, to hold them to the ground. The grass, lawn or whatever, will have them buried in no time. I've made staples from stiff wire, used 6 inch nails, most anything that will hold them down long enough for the grass to grow has seemed to work fine.
Whichever path you take, good luck. It's been my experience that with verticals, you need a good amount of luck...just my opinion, no flames please. 
Now, if you have more than one vertical and have them phased...well that's a whole 'other story.
