5 percent sounds about right to me...the dielectric characteristics of the PVC will affect it...but 19 % sounds WAY too high in my book...
Commercial fiberglass antennas DO NOT use coax internally...rather they are welded sections of 1/2wave and other proper wavelengths inside the fiberglass shell...but no commercial antenna in my professional experience uses coaxial line in the manner you want to...so you cannot judge by them.

Subject: [Antennas] Coaxial Colinears

Does anyone have experience with installing these antennas in PVC tubing?I understand this will lower the design frequency and the sections of the antenna will need to be shortened.I have heard 5 percent shorter and have heard 19 percent shorter.

Does anyone have definitive info on this subject?Has anyone actually measured a commercial antenna and calculated the length of the half wave sections relative to free space as well as installed space?

Thanks for the info.
