Well dave is right in that PCB's have not been produced for some 30+ years, 
but they are not illegal to use (if in an existing transformer) you just have 
to employ a waste disposal company to dispose of them properly when taken out 
of service, and there are still a lot of them in service.

That being said, the electrical industry did not quit using oil filled 
transformers or transformer oil, just oil that contained PCB's, so any transformer 
oil for sale will not contain PCB's and are safe and legal to use. Also 
transformer oil is nothing more than mineral oil that has been filtered and 
dehydrated and usually contains some additives to resist foaming and retain its 
dielectric strength (insulating properties) under working conditions.
