One more thought:
More gain means more directivity. The classic donut shape radiation
pattern would be flattened considerably at 9 db. And maybe it is good news
that the take-off angle would be low, especially with a J-Pole
configuration. 
--So, instead of a donut shape pattern I think it would more resemble a
mechanic's flat washer at low take-off angle toward the receive stations.

My thinking is that you might have to tilt the vertical axis a small
amount to cause the edge of the concentrated "washer" direct the "beam" to
hitting your selected receive station full force.
