Get a grip  !!   I didn't say anything about  "Elitist "  I asked if their
standing was accorded or included in PRB-1  As you well know PRB-1 was a
start toward according AMATEURS a formal right to achieve a REASONABLE
antenna height..  Where CBrs operating under Part 95 are restricted to a
height of XXXX  whatever it is.. CB was always supposed to be a local
communication means for small business, etc etc.  using limited power levels
and operating fixed frequencies, and unlike Amateurs could conduct
operations for a profit or gain..  operating in THEIR only frequency
spectrum 11 meters..  Their need for larger or more complex antenna
structures was not needed..  and still is not..  amateur operations
dependant on the license class.. to effectively communicate must have more
discretion about antenna heights and arrays..
As such in my case here, our city Attorney has included CBrs in the proposed
antenna allowance of 100'..  I stand by my statement of not wanting them to
be included in this ruling..  They are not entitled to it.. Congress has not
recognized them to the extent or even close to the standing that Amateurs
have..  With the intent of being a local communications method  [CBrs] 11
meters does not need greater heights or more power.. CBrs are fine, for what
they are intended to be .. But to accord them the same privileges , not
taking any formal testing , demonstrating any Morse code profiencys, no they
stay CBrs and I will stay Amateur.. CBrs have all the same rights to move
into Amateur ranks as EVERY other person who is eligible to become an
Amateur, until they make that effort and pass.. I want and will try and
maintain the DISTINCTION between the two class's of license holders..  thank
