The main affect (most noticeable) would be the added weight. Of course the insulation
becomes a small part of the dielectric material (still mostly air) and so would alter
(slightly) the impedance and the losses, but I don't think that would be very noticeable.
The insulation, while preventing the conductors from shorting, DC-wise, it would not be a
good idea to operate with the line twisted like that! At high power levels it might burn
through the insulation very quickly.
