A 20 foot push-up pole should work, requiring two sets of guys, they needn'd
be heavy. The guy rings do not attach to the pole, so with the base in some
kind of socket and a little grease on the inside of the guy rings the pole can
be turned easily by hand. A 20 foot pole has one foot of overlap so it will
be only 19 feet at best but that should meet your stated requirements. Hope
this is of interest.
