Dear Hart,

I think there may have been a misunderstanding. They may have suggested a
capacitance hat, which is not a lumped circuit element capacitor, but simply
a growth or appendage that has capacitance to the surrounding environment
(predominantly earth). However, the capacitance hat is not too practical for
a dipole, whereas it is excellent for a vertical.

For a dipole, about the only think you can do that is easy and simple is to
drop lines from each end of the dipole to give it greater electrical length
without  extending its physical length between the support insulators. I
wouldn't make them so long that they get as close as 10 ft from the ground.
