You need Ohms law and a coffee can of mineral oil.
Then parallel and series resistors will finish the job.
The oil cools the resistors as all the power will be converted to
heat.

I bought a tuner real cheap, but it did not come with a built in
dummy load. 
So can anyone tell me how to build on that will handle 100-200W.
