[Antennas] How to build center feed

Just use a dogbone insulator in the center or a 1 1/2" piece of 3/4" to 1" pvc pipe.
 
Check any antenna book for dipole construction, there are articals on the ARRL site as well as the web in general. A search for dipole antennas will bring up many.
