Thanks for the responses. Here's what actually happened.
The driven element was 10" too short. If you use the individual dimensions in
the instruction book and compare them to the overall element length, the
reflector and the director agree, but the driven element comes up 10" short.
Whoever first assembled this antenna drilled new holes to accommodate the incorrect
dimensions. For those with an old instruction manual, the distance between
the traps on the driven element should be 213" not 203".
