Since all I have heard is bickering and even the one person who said no one
answered did not answer the question I, a young ham (under 2 years) will
give an attempt at the answer. So why don't all you experienced people try
and help us ignorant and inexperienced people learn

a random length wire is exactly as the name describes it. it is a wire that
does not have a defined length. This means that if you have a spool of wire
and just unwind it into some trees or along the ground and then use it to
transmit or receive on you have a random length wire antenna.
I guess an other way of saying this is that the wire does not have to be
resonant to any band/frequency.

I hope this ANSWER helps.

PS
Even though Wes did add to his question and show his knowledge I am still
posting this message so that all you more vocal people might realize there
are some young hams here who are trying to learn. And as such don't make us
prejudge the hobby with how you flame and argue (with full bore ignorance).
