  Not quite sure what you said but if I interpret it correctly, you stated
the problem with your theory in the last line. The longest antenna will
undoubtedly change length at some point in time if you are starting the
tuning process with the shortest antenna. Therefore, all shorter antennas
are more likely to change as you tune the longer elements (i.e., the longer
elements affect the shorter elements much more than the shorter elements
effect the longer).
