Tuners do not "flatten" the SWR which exists
between the tuner and the antenna.  It does
make the transmitter happy with whatever
SWR you have, and it does this by "flatening"
the line between the transmitter and the tuner.
Now, if you place the tuner up at the antenna
you'll "flatten" the transmission line.  Flat
lines produce less loss, they say, so that's
the best way to go, if it works at all.
