The wire that is put on rebar is to hold it to gether not for any strength.
On construction jobs uncoated wire is used.I'm a retired Ironworker with 45
years working the trade an have worked on a lot of  rod jobs.Welding for
electrical ground ,if its in cement, is not needed.Ohio code calls for 4" of
concret between rods an ground where possable.Keep the top of the concret 8"
or so below ground level.If you move fill it in an its gone.   kc8eaf
