...and use a higher strength mix - insist on it if you get it ready-mixed
(though some contractors won't understand why u want it just for a "lousy
base/block of cement") .  As was noted, the $$ isn't that much for a far
stronger base; think long term.  And keep it wet too (there are spray-on coats
that accomplish the same thing); concrete that dries rather than cures will be
weak and weather poorly - take a look at some sidewalks done by shyster/clueless
people.  Sakrete has a nice website for descriptions + the advice of
professional masons that show up here.
