The easiset way I have found to determine if a balun is
working(or if one is needed) is to test the SWR at the
antenna feedpoint.  THen test the SWR with 1/4
wavelength of feedline.  If the SWR is higher 1/4 wave
away, there is common mode currents on the
feedline(common mode currents are like having a 3rd
wire at the feedpoint which lengthens the antenna
causing non resonance).

 AN antenna analyzer is a necessary tool for doing this
kind of antenna work.
