Well, I certainly agree with Mark .. why are you using the balun, coax,
ladder line, etc. ??? Actually, just run some coax to that aerial .. heck,
you really even don't need a balun... Then, NO TUNER needed... and no losses

Sounds to me like you'd have about a 6-1 swr between the
dipole and the ladder line, and a 9-1 swr between the
ladder line and the coax.
Maybe you'd better buy 120 feet of RG-8X
and drop the balun, or move it to the feedpoint.
