Using a 20 meter dipole with coax feedline will never
be efficient on any band other than 20m(and its 3rd
harmonic). The reason is that the SWR on the coax is
extremely high off resonance, causing losses to soar.
Just because the tuner gets a match does not mean the
antenna is useable on other bands.
Replace the coax with ladder line and the losses will
be reduced considerably. But, even with ladder line,
getting a good antenna for 160m is doubtful.
