In LA in '92-'94, the problems got so bad some of the problems were solved
by:

Tearing down towers and pinning co-ax

Firebombing cars and houses

Stalking

Beatings

Rape

Murder

Driveby shootings

I witnessed to damn many of these, not the rape or murder, I got there about
a half hour to an hour later.  In the rape case where the woman was chased
through town, she was asked later why she didn't go to the sherrifs office,
the reply "The police are worse".  Sickest part is we all listened to it on
the radio as she screamed for help up to the point she was captured.  Not a
damned thing we could do.  Too true, the police were known for similar
things, at the time the media was watching them for bogus pullovers that
resulted in Senior Citizens getting beaten and robbed.
