I'd suggest you check the IEEE exposure limits for fields very close to the 
body- the most sensitive exposure limits are around VHF, where the body is 
about resonant.  We were developing some VHF bodyborne antennas, and can only 
go to milliwatts.  HF is not as bad, but you're talking watts at most, 
depending on how the antenna is oriented relative to the body.  If your HF 
antenna is on a 60 foot tower, that's a different story.
