I donot know about water based BUT
My father always wiped down any galvo object with a solution of water and 
vinegar.  The acidic solution removed any grease and slightly etched the 
zinc surface.  Then wipe with a water damp cloth to remove the 
excess.  However, this was for oil based paints.  I would check with your 
friendly autobody repair shop to see what they do for their water based 
paints.  (NEVER use Silicon based wax on your car if you want to have small 
dings repaired!)
