Clean the rust spots well and coat with a cold galvanize paint.  There are
several brands out there. I use one from Eastwood. Here is the link:

You can then paint it with silver Rustoleum paint or if you want to do it
first class paint it with an epoxy based paint made to adhere to zinc
plating.  I painted a tower with this in 1978.  When it was taken down this
summer the only rust was at the rotor plate mounting where the paint had
been knocked off during the install.
