[Antennas] Vertical Antenna location

With one of the commercial antennas (I am specifically thinking of the GAP 
Titan) which doesn't need ground radials, is the performance better if it is 
installed on a chimney instead of on the ground? The chimney is on a one and 
a half story house. I have different answers about the zoning viability of 
the chimney installation, but if it would perform better, I would pursue this 
avenue of permissions.
