....yes , and also versus free space . Space has finite impedance and that
means capacitance as well. Whant basically happens is that the quarter wave
stub act as an impedance transformer towards the free space and that,
coupled with the surrounding space is actually the second part of the
antenna

Absolutely! Disregarding the transmission line, possible supporting mast
and any other miscellaneous items for the moment, doesn't a displacement
current (capacitance) exist between the open stub portion and the rest of
the other components of the j-pole?
