We have to be very carefull about assigning a credibility to QST.
Just because the 1995 QST had an article about J-Poles should not
be interpeted to mean they were new at that time, or that all the
design by the PhD was original at that time. I used a J-Pole while
in the US Army and USAF back in 1946, and was a standard Signal
Corps item for ground operation of the SCR-522 100-156 MHz radio set.
The thing about hams is that they keep discovering the wheel, and
thing it's the first time anyone ever saw one. Antennas have been
around for so long, and so much written about them, that there's
almost nothing new except a new layer of hype every week or so.
How much time is spent on wire antennas in our engineering schools
now? What they do teach is not concepts, but math manipulations.
