[Antennas] Lattin Five

Hello..
I started into ALE and was looking for
a frequency agile antenna. The BW T2FD
is pricey for me. I read a couple
of articles on the above antenna.
They both show diagrams, which to me
show a inconsistency on the center conductor.
I have since order the patent papers from
the Patent Office. 
Question: has anyone made one of these?
