Don't need to mount them on a tower horizontally; you can ground mount
(or elevate them 10' or so with radials), and with proper spacing and
phasing change directivity. Details can be found in the ARRL Antenna
Book. Alternatively, put a small model railroad in your back yard, using
the tracks for a ground plane.
