Hi Ron,
Here are my two cents;
Try an antenna dat doesnt need ground.
So avoit using anything that is attatched to to building as a counterpoise.
A dipole with a decent balun transformer is a good start.
A loop antenna mitght be a good solution to.
Be carefull with magnetic loop antenna's since the machnetic component wants
to couple to wiring in its poximity.

I need help with a practical antenna for restricted apartment and expeiences
with hardwired fire alarms. I've seen QRP set off alarms with no effective
bypassing. Can't get to main panels & alarm company knows little abt RF or
