VE3ERP offers a disc of software solutions to amateur radio math.

One of the programs on the disc deals with loading coils for shortened 

antennae and how the value changes relative to placement.

VE3ERP asks for a donation of $7 (I'd send him at least $10) and the
proceeds

benefit the Canada National Institute for the Blind.

I've used the program and it provides a pretty close starting point.  You
will 

have to trim and fit for best performance.
