Yes, there's a BIG difference!  I buy most of my installation stuff from
Tessco, and the prices for 8 ounce squeeze bottles of Burndy Penetrox
products are as follows:  Penetrox-A, $9.25; Penetrox-A13, $39.78; and
Penetrox-E, $42.14.  A little goes a long way.

I agree with your observation about solubility, but I haven't experienced
any problems.  I primarily use A13 because some cables I use (such as SOW)
have rubber insulation that is adversely affected by petroleum-based
compounds.  I stand corrected on the vehicle used in A13; I wrote
"silicone" when I should have written "synthetic."  I live and I learn...
