Depends on if it is any good.

We all like to think that 'surplus' really is excess stock or remants of
otherwise good material.  That is not always the case.  I have
frequently found that 'surplus' parts are defective parts.  Sometimes
the defect is only cosmetic and does not effect electrical
characteristics, but there is no guarantee when you shop at most surplus
stores.

Be particularly cautions of places stating 'all sales final', 'no
returns', and stuff sold 'as-is'.

As for CATV cable that can no longer be used by the cable company, It
may very well not be usable for transmission lines of shorter lengths
either.  They would have to pay me to haul it off.
