Might, although it should be pretty well grounded by the fenceposts. 
Also, you have to make sure that all sections are connected electrically,
as well as mechanically.  I used to mount a trap vertical to one of the
posts on my chain link fence, considering the fence as a ground plane. 
Worked DXCC with 100Watts with this arrangement.
