John; Your balun in all probability is a voltage balun. These are
typically bifilar wound with one winding directly across the input. So
yes, an ohmmeter would indicate a "short". Most antenna manuals have the
winding procedure for these baluns. However most manuals also discourage
one from using a balun in the G5RV configuration due to very high SWR's
at that interface between the parallel line and the co-ax except on 20
meters where the "standard" G5RV is resonant and presents a fairly close
match to the co-ax. 73's Keith, VE3JKC.
