[Antennas] balun question

Most 'encapsulated' baluns are of the 'voltage' type .. which, in
essence, is a transformer that looks like this: [4:1}
------ <---High imedance connects here
C
C
C
C
------ <---GROUND [common point]
C
C
C
C
------ <---High AND LOW impedances connect here
Note that one-half of the 'transformer' is across the LOW impedance
[coax].
That's the reason you detected a 'short circuit' [probably using an
ohmmeter?].
